RH Bill is Redundant
and Unconstitutional

The
provisions of RH Bill has been addressed to a different branches of the
government like DSWD called “4 P’s” Pantawid Pamilyang Pilipino Program. This program provided
4Ps helps to fulfil the
country’s commitment to meet the Millennium Development Goals, namely:

what is the use of RH Bill if the concern in RH Bill has been addressed in the
4 P’s program of DSWD. Senator
Santiago challenged Senator Sotto three days ago to provide law regarding Child
and Maternal Mortality protection which lobbied that only RH Bill has the
only provision to address this issue. I guess she did not remember that PGMA signed MOA last 2008 to address the provision of the 4 P's or she did not do her homework. It is foolishness to do a redundant law which is constitutionally and problematic.
If RH Bill will becomes a law then where do we get the budget, from Senator
Santiago? I guess it is again from the pocket of the poor Filipino if not then from UN provided RH Bill should not be altered as their World Wide philosophies which “Legalizing
ABORTION”. We know that abortion is unconstitutional in the Philippines but in spite Congress and Senate force to pass this because of the alleged fund from UN. This fund would be release if their philosophies and perspective should not be altered. This would raise the bar of asking what is the true motive of our respected Legislators and the Executive power towards RH Bill? If they have pure motives and concerns for Filipino why not strengthen the 4P’s
and heave RH Bill to the trash can due to illegality and it's a wasting time in Senate deliberation. What make this
deliberation takes so long to see the constitutional problem, are you waiting
for the highest bid of Datong "BID" in order to change your mind and blinded
yourselves to see this defective bills? or is it because you will earn
from this? I hope not!
I guess 4P’s does not get your attention because you don't earn from this because the money go directly to bank and to the
account of the recipients without even passing to the hands of certain government officials? I hope I am wrong. I am just wondering why you can’t alter also the
unconstitutional statement which is abortion becomes a gray line of this bill
and there is no clear cut if abortion is illegal or not? Yes this bill defines
that abortion is illegal but to provide a post medication is somewhat tellingus that abortion is illegal but don’t worry because the punishment is
hospitalization. Why it is difficult for you to alter this? Is it because this statement in line
with the same philosophy of UN RH Bill which is
legalizing abortion and to any country that advocate this bill will
receive a huge fund? Are you really after the Maternal HEALTH concerns or you
are just concerns for the FUNDS from UN?
Senator Santiago emphasized that there are 11 women die every day due to maternal death. I find this statistics not accurate because those who died in maternity were not due to delivery problem but financial, this is common also to those who cannot afford to pay their bills in the hospital they end up dying including child, men and old people. Therefore if you are after for the health of the Filipino people then help that the 4 P’s will be implemented because this has a pure protection not only MATERNAL MORTALITY but also to CHILD MORTALITY package with education. I guess this is a fair and just ways of advocating the health of Women including children,therefore I would like to propose to review the 4 P's rather than pushing the controversial RH BILL.
