RH Bill is Unconstitutional?

For me RH bill is unconstitutional because it violates family code. Also according to Philippine Constitution says that...“ We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution..." This statement found in preamble in our constitution. Therefore we should check the bill of rights and RH bill that does not violate this statement. We acknowledge God in our constitution and therefore we should not kill innocent babies, lets give them a right to live. The family code defines the union of husband and wife and their right to produce children by natural birth. I remember in the Republic Act. No 386 Art. 40. Says: “Birth determines personality”; “but the conceived child shall be considered born for all purposes that are favorable to it, provided it be born later with the conditions specified in the following article”. I don't know if this is amended but all I know if our constitution knew the definition of the origin of birth then it is immoral and inhuman to kill babies due to the provision of RH bill. The RH bill should review the terms and condition in it. There should be a clear cut definition of what is killing a person through “abortion” and "natural” birth control.
Speaking of natural birth control, majority of the Upper and middle class couples here in the Philippines has at least less than 5 children. It is understood here in the Philippines that once you're a rich or professional you know already your limitation for having and rearing children. RH bill is useless for them, they knew already how to avoid it, in fact they're the one who voluntarily avoided it. This is useless for them, then for what this bill purposely intended? What about the uneducated, or the minorities, tribal people and the poor people? They're the one producing many children? Well, the RH bill is not applicable to tribal people and minority specially to our Islam brothers, they're not cover on this provision. Therefore they "Islam and Tribal people" can still produce many children, as many as they want. The sad thing is that they practice polygamy and it's legal for them so therefore they are potential of producing 20 plus children in each male. So by the 20 years from now, we will become like Europe and America which people from East are becoming majority and original European are diminishing. The constitution should provide an equal rights for any group of people in the country in terms of law, specially this RH bill; it's seems there will be a group of people will become exempted because our constitution provides them a legal authority to exercise their own power called autonomous power.
However, I have a suggestion to our government and our law makers; the should abolish this bill instead make a bill that enhance and promote education available to all people. If all Filipinos are educated or having profession they're the one who will avoid the unexpected child bearing and the motive of diminishing population growth is possible, which the RH Bill intended. We should strengthen our educational system instead. Most of Filipinos that has access to good education are doing good to other country and here in ours. We called them Bagong Bayani “NEW HEROES”, therefore let's build more public schools that does not limit age, economic status and mental or physical capabilities. We Filipinos are naturally good and efficient, adaptable people so why not use our strength. Lets continue to multiply and subdue all over the world than be subdue. Let's build our country in the name of God mentioned in our PREAMBLE and let our Nation be the Christian Nation not on papers, but on hearts, on our words and on our deeds. God Bless.
