Betrayal of Public Trust is not Democratic but Theocratic thought

By: Rev. Jesse Amiel A. Ramoso

I am certain and proud to say it is not democratic only but also theocratic in thought when we talk about betrayal of public trust. There is no clear cut of what “Betrayal of the Public Trust” mean does? This article talks about public trust rather than betrayal here in the Philippines. We knew what betrayal, even kids on the street and the unschooled knows what betrayal is and what it does to us. Public trust is more on Ethical and Moral nature of putting the confidence of the society into one person “leader”, organizations, institutions or even churches. It can be also be a well thought-out of community trust to someone unanimously, it is because of the extraordinary experiences they showed. Therefore, people deliberately prefer to put their trust because of expected outcome that is agreed to society. The one who is being trusted holding an unquestionable reputation of moral and ethical standard that is expected unwavering, once this change and wave people lost their trust.

In order for the people to lose their trust does not need of legal ground or criminal offence for them to do so, just a small amount of moral and ethical "Filipino culture" then that’s it. Once a Filipino term “Delicadeza” lost, then people start questioning why? The good example is “Gulang”; acquiring something by taking advantageously, deceitfully, forcefully or in unfair ground. This might not offend the criminal ground but it is not proper. This is interpreted in the feelings of the Filipino majority in the sense of “sinaktan mo ang damdamin” ng bayan. There are so many things to discuss about losing public trust in the society perspective. But is the political and legal terms these are not included in their terms, therefore they're blinded in this aspects.

However, Philippine Constitution included the “Betrayal of Public Trust” in 1987 Phil-Cons for the ground of Impeachment case. This they included it in the law but did not define it because this is not a democratic idea, this is theocratic idea. The Public Trust cannot be measured by legal standard “law” alone but also in the Moral and Ethical grounds. If the court of law acquit the accused due to legal technicalities and procedure of due process, this does not serve the and satisfaction of “Betrayal of the Public Trust”. Therefore this is purely losing it’s purpose.

The authors of this law including former president C. Aquino in good faith intended this that the public servant should live as a living saint. That is why no wonder those who’re accused of this case shelter themselves in the religious group to create a saint attitude. This is the only way they can justify themselves from the accusation. Therefore, transparency is the highest virtue of all. The more you cover something the more people speculate that there is something to be uncover. To be tranparent is a heroic action. This is what the heart of the public trust...Thorefore, if the hearing in the court treat to defeat the purpose of transparency then this is what "betrayal of Public Trust". Essence of Public Trust is Transparency, to cover something will cause uproar of speculations.

What I like on this law is that all alleged become at least godly in the sense whether it is pure just a deceit. Another is, this is a "hard-core proof" that Philippines is a Theocratic in influence when it comes to governments, laws and people. I hope and pray that this will be implementing in the way it was intended c/o 1987 Phil-Cons. What is the significance of the impeachment is to reveal each leaders if they are worth for public trust by not acquitting the guilty or sentenced the innocent through manufactured, fabricated stories evidence, or sheltering into a technicalities in order to acquit or sentence the alleged. Our government now is on the test of who will tell the truth.
